The owners of large dams, as well as those of small dams classified in categories A and B, are required to draft, implement, and ensure compliance with the Operating Standards for the dam and reservoir in accordance with the requirements established in Annex III of Royal Decree 264/2021, which approves the technical safety standards for dams and their reservoirs.
OFITECO has extensive experience in updating and revising dam Operating Standards, providing clients with documents that comply with existing regulations and the actual and current situation of each dam and its surroundings. These documents constitute a key element in managing the operation and safety of the dam and reservoir.
The Technical Regulation on the Safety of Dams and Reservoirs imposes a set of obligations on dam owners, including the obligation to conduct a detailed inspection to assess the dam’s safety status, both periodically and after extraordinary events (floods or earthquakes).
OFITECO has established itself as a leading company in this field, carrying out both the work required by the legislation applicable to each infrastructure (safety reviews, annual performance reports), as well as studies, projects, and reports on specific aspects of dam safety and maintenance.
The objective of dam emergency plans (PEP) is to introduce the concept of active safety, establishing mechanisms and processes that allow for rapid detection of risk situations and the determination of the measures needed to mitigate them, as well as reducing potential consequences for human life, property, services, and the environment if any failure mode develops.
OFITECO has drafted more than 30 Emergency Plans and implemented more than 10 solutions. Therefore, it offers high-quality services through emergency plans that are not only technically and administratively sound, but also practical and easily implementable.
Maintenance work includes the set of operations necessary to assist in the proper operation of dams and reservoirs and ensure their safety, keeping all works and facilities in perfect working order.
OFITECO offers all the maintenance and upkeep services and tasks for a dam, having developed more than 20 dam operation and maintenance contracts in recent years in various hydrographic confederations with a total value exceeding €30 million. It has carried out operation, monitoring, and maintenance contracts uninterruptedly since 1995.
Dams and reservoirs are critical infrastructure that requires constant monitoring to ensure their integrity and operation. Over time, these large hydraulic systems are subject to natural factors, such as changes in rainfall, and structural factors, such as material wear.
We are experts in preparing dam performance reports, a fundamental service for ensuring the safety and efficiency of hydraulic infrastructure. Our experience and multidisciplinary approach allow us to offer comprehensive and detailed analyses that comply with international standards and local regulations.
Safety reviews and studies show that many dams do not meet the necessary safety criteria. Therefore, there is a growing demand from the entities responsible for dam management to ensure the safety of downstream areas, which can cause very high potential damage both socially and economically. In this sense, Risk Analysis is an effective tool to support decision-making and, therefore, to achieve effective and responsible management.
The comprehensive methodology applied by OFITECO integrates multiple aspects of dam safety into a single risk model, with its stress-response-consequences structure.
