The Directorate-General for Water has awarded OFITECO, as part of a temporary joint venture, a contract to enhance safety and risk governance across 55 state-owned dams managed by the Guadalquivir River Basin Authority. This project will support progress in the assessment, anticipation, and response to risks affecting these infrastructures, incorporating climate‑change considerations and state‑of‑the‑art technical modernization.

Scope of work

The initiative includes a comprehensive review of the safety status of each dam through an analysis of existing documentation, on-site inspections, and interviews with technical personnel. Based on this foundation, the project will assess the factors influencing risk levels — from hydraulic capacity and structural stability to flood management — while also considering future impacts of climate change.

A key component of the contract is the development of complete risk‑assessment models that will enable the prioritization of investments and the definition of mitigation measures. In addition, procedures will be established to ensure the continuous updating of information and the appropriate application of these models by technical staff. The project will also incorporate international advisory support to align methodologies with globally recognized standards.

OFITECO’s responsibilities in this project

OFITECO will coordinate the entire analysis and risk‑model development process, ensuring the consistent application of criteria across all 55 dams. Meanwhile, design tools will be designed to implement an integrated management system and procedures to guarantee data and assessment updates that will respond to changes. This changes that can occur may be caused by changes in
operations or environmental conditions.
