OFITECO, in a Temporary Joint Venture, has been selected to provide the services required to strengthen the safety management of the state‑owned dams operated by the Ebro River Basin Authority. The assignment covers 58 hydraulic structures and includes the preparation of the Annual Behaviour Report for 52 dams, as well as inspection, monitoring and technical analysis tasks.

The work involves processing all information stored in GEISER, the digital platform that integrates data from more than 10,000 manual and automatic sensors. OFITECO will analyse structural, hydraulic and geotechnical behaviour, validate records and generate graphs and conclusions based on the evolution of monitored parameters.

The service includes visual inspections at all dams covered, to verify the actual condition of the structures and identifying anomalies that may require further evaluation. These visits assess the crest, faces, galleries, outlet works, reservoir slopes and electromechanical equipment, and their findings are incorporated into the technical report.

The scope also includes reviewing compliance with Operating Rules and assessing the state of Emergency Plans. This revision includes activation thresholds, declared scenarios and the performance of warning and communication systems. Risk analysis is incorporated in accordance with the methodology established by the Directorate‑General for Water.

The resulting reports will be presented to the operation teams and uploaded to GEISER’s Technical Archive. This work will strengthen safety, reliability and technical monitoring across the state‑owned dam network of the Ebro basin.
