OFITECO will carry out the general safety review and assessment of state-owned dams currently in operation under the responsibility of the Ebro River Basin Authority. The contract covers 10 dams and reservoirs and includes first-time safety reviews in accordance with the Technical Safety Standards approved under Royal Decree 264/2021.

The service comprises three main phases: a comprehensive review of the documentation contained in the Technical Archives, on-site inspections to verify the actual condition of the infrastructure, and advanced technical analyses aimed at assessing the structural, geological, hydrological, hydraulic and operational safety of each dam. These activities include the evaluation of performance reports, monitoring data, hydrological models, the operation of electromechanical equipment, and verification of compliance with Operating Rules and Emergency Action Plans.

Field inspections will enable the assessment of the condition of civil works, foundations, access roads, outlet structures, electrical systems and monitoring equipment. The process also includes a detailed review of the historical performance of each infrastructure and of the technical elements that directly affect its safety. In addition, the adequacy of resources, the functionality of communication systems and the suitability of the operational teams responsible for dam management will be evaluated.

As a result, specific review reports will be prepared for each infrastructure, including conclusions and recommendations aimed at ensuring hydraulic, structural and operational safety.

Through this project, OFITECO strengthens its role in the technical assessment of strategic hydraulic infrastructure. This contributes to improving knowledge, oversight and safety assurance across the hydraulic public domain of the Ebro River Basin.
