The Directorate-General for Water has awarded OFITECO, as part of a Joint Venture (JV), the contract for the development and implementation of SIMPRE, a new technological platform designed to transform the management of safety across Spain’s state-owned dams. Funded through the Recovery, Transformation and Resilience Plan (PRTR), the project will strengthen the digitalisation, coordination and supervision of critical hydraulic infrastructure throughout the country.
The initiative represents a significant step forward in the modernisation of existing systems through the introduction of a centralised tool that will streamline day-to-day operations. First, it will improve access to safety-related information and enable a more effective response to risk situations.
The objective is to integrate technical documentation, monitoring data, emergency plans, maintenance programmes, operational and flood-management information, and BIM models associated with these infrastructures into a single digital environment.
Scope of the Project
The contract includes the implementation of a comprehensive safety management system for large state-owned dams and the infrastructures associated with their operation. To achieve this, a BIM-based platform (SaaS format) will be deployed to manage technical and operational information of at least 175 dams.
The platform will incorporate dedicated modules for monitoring, maintenance, emergency plans, technical archives, technical records, BIM visualisation, reservoir level management and training, creating a structured and fully integrated digital environment. The project also includes the collection and digitisation of documentation to ensure that information remains accessible and continuously updated.
OFITECO’s Role in the Deployment
OFITECO will be responsible for coordinating the implementation process, from the initial platform configuration through to its deployment for the different user groups defined by the Directorate-General for Water. Its main responsibilities include the integration of operational modules, the adaptation of the system to the requirements of the managing authority and the digitisation of the documentary archive.
In addition, training activities will be delivered to operation and maintenance personnel. In this way, the platform will be used effectively and integrated seamlessly into day-to-day operations.

The implementation of this platform represents a major milestone in the digital transformation of dam safety management, fostering more consistent asset management and faster decision-making. Furthermore, the integration of BIM technology and advanced digital solutions will improve investment planning and strengthen coordination among organisations. As a result, it will help increase infrastructure resilience to the effects of climate change.
This contract further reinforces OFITECO’s track record in the application of digital technologies for hydraulic infrastructure management. Likewise, it consolidates the company’s involvement in strategic projects aimed at improving the safety, efficiency and resilience of Spain’s hydraulic assets.
